Boris Johnson condemns London's council run newspapers as 'waste of money'


Mayor of London Boris Johnson described taxpayer funded council-run “newspapers” as a ludicrous waste of money.

Speaking exclusively to the Your Local Guardian series, Mayor Johnson spoke out a week after Members of Parliament criticised London town halls for producing “propaganda masquerading as independent newspapers”.

Mayor of London Boris Johnson told the Guardian: “Council produced newspapers are a ludicrous waste of money and a very real threat to the democratic process, which is why I instantly scrapped Ken Livingstone's self-serving propaganda sheet The Londoner saving £2.9 million of council tax payers' money a year to be spent on, amongst other things, 10,000 trees.

“We simply cannot afford to find that we've suddenly arrived in a future where independent local newspapers cease to exist and the local council paper is all there is to go on.

“Some of London's independent local papers have been holding the executive to account for over a hundred years and too many of these valuable publications are already closing. Without them we face dark days of partial news management.”

MPs called on the Government on January 14 to do more to safeguard local and regional newspapers against unfair competition during a 90-minute debate at Westminster lead by Liberal Democrat Chief Whip and Sutton and Cheam MP Paul Burstow.

Minister for Creative Industries MP Sion Simon said he would refer issue of council newspapers to the Office of Fair Trading and ask Ofcom – the independent regulator and competition authority for the UK communications industries – to also look into the issue.

In June last year the Digital Britain report acknowledged the negative impact on independent local newspapers of local authority newspapers.

It said council-run newspapers will “inevitably not be as rigorous in holding local institutions to account as independent local media.”

Mr Burstow said it was estimated that in London alone council-run “pseudo-newspapers” were costing the taxpayer about £10m a year.

He said: “Without action the risk is the creation of 21st century rotten boroughs, where the only news freely available to everyone is provided by the council.”

Central Croydon MP Andrew Pelling, Malden and East Chelmsford MP John Whittingdale, MP for Sittingbourne and Sheppey Derek Wyatt were also among those who raised concerns during the debate.

I agree. These papers are pure propaganda for the council. Our money could be far better spent elsewhere. (How about libraries and swimming pools in Streatham?)

Boris is right; councils should not be in the business of propaganda.

Please have a look at my public questions replies from the leader of the council from last night's council public question time.

Q. With regard to ‘Your Croydon’, please explain what is meant by "known politicians" or "political groups"

R. "Your Croydon" is developing as the primary source of community information from the council and its Local Strategic Partnership (LSP) partners.

The editorial board, which uniquely comprises representatives of the LSP, considers that readers' letters should be encouraged to contribute to the value of the publication and allow residents to feel more engaged with ‘Your Croydon’. However, the board considers the publication should not be a forum for the expression of political views. While letters from individuals are welcomed, correspondence from elected representatives or people representing political parties or seeking election will not be considered as the limited space available should be principally available for the benefit of residents who are not pursuing a political agenda.

Supplementary Question. Which tory cabinet member sanctioned such a definition and how does this apply in any way to the letter from R E Brown, South Norwood, published in next month’s edition?

if boris is going criticise local london newspapers as "propaganda masquerading as independent newspapers” perhaps he ought to treat *all* elected members of the london assembly *equally* regardless of their political affiliation!
as it stands , boris behaves rather childishly at mayors question time towards political opponents , time he jolly well grew up!

I agree they may be a waste of money but so is having a mayor of London. we went for years without one, the office was created, now we have to foot the big bill. London needs a mayor like it needs another plague. Cut the fat and start putting money into London where it counts--schools, museums, hospitals, etc

Avengers, the whole point of having a mayor is that he becomes acountable for what happens in London. For too long we have had looney councils making loony decisions wasting cash left right and centre and being able to hide.
So far he hasn't been that bad - although i will miss my free bendy bus rides - now i will have to buy a blinkin ticket!

London doesn't need anyone being paid loads of our money to tell us what to do, and councils can do that just fine, they do anyway still. Now it's councils and a mayor telling us how they are wasting our money. Do you think the mayors office is clean, whoever is in charge? Do you think it doesn't cost us? We still have councils ruling us, we just added another waste of money when the mayors office was created. Sutton council is a prime example of mismanagement. How does the mayor sort that out, he can't. More politicians in charge of us means more money wasted, more mismangment, etc. Really, do we need to keep the royal family in their big council house(s) and on our benefit in modern times? Wouldn't it help the economy if we didn't have so many of these people to support? Really, they get free housing, allowance, etc all on our tab. So does the mayor. How about scrapping the royals and mayor and save us a bundle and make the councils do their jobs right? You can't solve a problem with money and offices. We're paying twice for something ineffectual.

Considering Labour has just thrown away £250 Billion, perhaps we should get rid of government altogether eh!

All we will have left when foreign companies own all British manufacturing, power, water and soon... banking, will be tourism! And it's not our beaches tourists wanna see - it's the Queen!

Can someone please explain to me (as I still do not understand) how Paul Burstow can have the hypocrisy to discuss this in the House of Commons? Am i missing something or does this useless Liberal council not already issue propaganda publications such as Sutton Scene and Sutton Gazette? Can we spend the money on more worthwhile things such as the giant potholes everywhere that constantly seek to wreck my car.

Conservative run Councils outside Greater London also waste large sums of money on propaganda publications.

Spending money on 10,000 trees, most probably roadside trees, will present tax payers with a long term maintenance bill.

Anyone who opens their eyes will see the costly damage that the roots of such trees do by way of road and pavement damage, as well as needing a continuing costly pruning and triming programme.

Then there is the annual death toll from falling trees and branches and vehicle crashes.

At at the end of the lives of the trees there is the high cost of their removal, so high that the decision is often made to leave the tree stump in place to decay very slowly over many years.
